Governance Ruleset

1. Purpose

This ruleset establishes the framework for how the DAO will conduct treasury management reviews, make strategic allocation decisions, and govern long-term growth. The goal is to ensure transparency, predictability, and disciplined execution in line with the DAO’s mission.


2. Review & Proposal Schedule

  • Annual Strategy Review (1x per year)

    • Occurs every Q4.

    • Token holders vote on any changes to the long-term allocation framework (e.g., BTC/SOL/Stocks/ETFs ratios).

    • Proposals may include adjustments to treasury instruments, risk management rules, or introduction of new asset classes.

  • Quarterly Treasury Reports (4x per year)

    • Treasury performance, allocations, and premium/discount analysis are published.

    • Community Q&A and non-binding discussions may take place.

    • Binding proposals can only be voted on during the Annual Review, unless emergency conditions are met.


3. Emergency Proposals

  • Triggered if a critical market event or security risk occurs (e.g., exchange insolvency, regulatory action, or asset collapse).

  • Requires at least 10% of circulating tokens to submit a proposal.

  • Emergency proposals may authorize rebalancing, liquidation of a position, or temporary deviation from the standard strategy.


4. Voting Rights & Participation

  • Voting Eligibility: Treasury Supporter tier (10,000+ $OKFUND) and above.

  • Proposal Creation: Major Stakeholder tier (100,000+ $OKFUND) and above.

  • Advisory Role: Treasury Guardians (500,000+ $OKFUND) hold priority rights in setting agenda items for annual reviews.


5. Issuance & Dilution Proposals

  • Token issuance events must be proposed and voted on by the DAO.

  • Proposals should specify issuance size, allocation, and expected treasury use.

  • Issuance decisions can only be made during Annual Reviews unless emergency funding is required.


6. Governance Platform

  • Voting will be conducted through Realms v2 DAO once established (expected Q4 2025).

  • Off-chain discussions may occur on Discord, but only on-chain votes are binding.


7. Transparency & Reporting

  • The DAO will maintain a Treasury Dashboard with real-time asset tracking.

  • All contributions and purchases are logged publicly via the Treasury Bot.

  • Quarterly reports will be published in the documentation portal.
